Britain has traditionally been one of the biggest net contributors to the EU because we do not get as much money back from Brussels in farm and regional subsidies as our rivals. According to Treasury figures, between 1995-2002, Britain's average contribution taking the rebate into account, was £2.6billion, or £43.55 per head of population. The French - the biggest recipient of farm subsidies - contributed £1billion a year or £16.08 per head of their population.

An immigration officer asked me recently if I had seen the film about illegal immigrants in London. DIRTY PRETTY THINGS, which came out in 2002. He had not seen it. How accurate was it, he wanted to know.

Very, I replied, except for one thing. Two immigration officers were actually seen tracking down illegal immigrants. They even knocked on doors. He burst out laughing. He and I knew that only happens in the movies. This week Dave Roberts, director of enforcement and removals at the Immigration and Nationality Directorate, made headline news because he admitted to a Commons Home Affairs Committee that he had 'not the faintest idea' how many people were in Britain illegally.

He was equally ignorant about how many letters his staff had sent out to failed asylum seekers telling them they must leave the country, or how many had actually left. Nor did he know how many migrants who's been instructed to report to immigration officers had actually done so.

Checking on individuals was 'not an effective strategy' he asserted, adding in a wonderful piece of Home Office logic: "We are making huge efforts to remove them, but not on the basis of tracing individuals."

What is surprising to those of us who have studied what passes for an asylum system in this country is that anyone should be taken aback by this admission. We have had years of rhetoric, tough talk and targets from the Government on immigration ... all getting precisely nowhere.

Six years ago, after many months of research, I produced an in-depth report on immigration for the Centre of Police Studies. I visited the Home Office and ports and airports with immigration officers. I also go to know many illegal immigrants. I called my report Welcome To The Asylum because that is what our immigration system appeared to be - a madhouse. It has not changed today. If anything, it has got worse.

In Dover, I watched immigration officers search lorries for illegal immigrants. They had previously been using eight dogs to search such containers. But just before my arrival, the Home Office had cut back the number of dogs to give. It transpired that the dogs had been victims of their own success.

"They were finding too many people," admitted an immigration officer. "We think the authorities would prefer not to know." WHY? Because the Home Office knew that the system for processing asylum seekers was already completely logjammed and incapable of ensuring illegal immigrants were deported. They didn't want any more asylum seekers entering the system, preferring instead just to let them melt away.

I watched one illegal immigrant cut his way through the canvas roof of a lorry.
