Ordinary people might ask a question which throws a politician 'off message'; the Cabinet member might reveal himself or herself to be a human being like us, and not a programmed android. I know I'm me - why do I need an ID card?

NO means NO

When does NO mean MAYBE? When it's not the answer the EU wants. With the courageous French NON resounding in their ears, shabby, undemocratic self-interested leaders of Europe propose ignoring the part of their precious constitution that requires ratification by all members and continuing without one of the biggest founder members to prevent derailing the gravy train.

As in Ireland, they refuse to accept any NO votes, ignoring the will of the people, and re-stage votes until they can engineer the 'correct' answer. Sadly, Foreign Secretary Jack Straw dances to their tune like a puppet on a string. With tactics such as these, how can anyone really believe the EU has our interests at heart. Britain has traditionally been one of the biggest net contributors to the EU because we do not get as much money back from Brussels in farm and regional subsidies as our rivals.

According to Treasury figures, between 1995-2002, Britain's average contribution taking the rebate into account, was £2.6billion, or £43.55 per head of population.

The French - the biggest recipient of farm subsidies - contributed £1billion a year or £16.08 per head of their population.

Foreign prisoners were allowed to walk free despite having been told by the Home Office that they faced deportation on their release from jail, it has emerged. Civil servants identified the offenders who should have been thrown out of the country and sent them 'Liability Notices' giving them 28 days to appeal.

But the bungling workers then apparently lost track of the cases, according to a Home Office whistle-blower, and the prisoners were freed on parole.

The whistleblower told the Daily Mail how the immigration and Nationality Directorate staff were swamped by their work load and had no system for handling files - many of which were crammed into cupboards so full that staff were afraid to open them.

Officials could not say yesterday how many foreign criminals were sent the Liability Notices.

Ministers ordered hundreds of foreign criminals and dangerous offenders to be sent to open prisons to ease overcrowding in more secure jails, documents have revealed. Former immigration minister Tony McNulty admitted that open prisons were being filled with the higher-risk criminals because the Government's early release and tagging schemes had emptied those jails of lesser offenders.

Mr McNulty, who was last week moved from his job and given responsibility for policing, said in a letter to Liberal Democrat Steve Webbit, that it was 'vital' the open prisons were filled to maximum effect. Two days ago the Home Office was forced to stage a raid at Ford Open Prison in Sussex to round up foreign inmates, after at least a dozen went on the run to avoid deportation.

Separate prison service documents reveal that a ban on sending foreign prisoners facing deportation to open prisons was lifted in 2002, despite warnings that sending 'less suitable' inmates to open jails boosts the number of absconders.

The number of foreign prisoners feed in the deportation fiasco could be as high as 3,000, dwarfing official figures. The Home Secretary has said 1,019 foreign criminals were freed from prison and 500 are thought to have been released from secure mental hospitals in the same way.

But there were fresh claims yesterday that 500 foreigners may have walked free from young offenders' institutes without being deported. Hundreds of other foreign prisoners are believed to have lied about their identities in the past, based on the nationality of 900 current inmates in England and Wales.

Last week John Reid voiced frustration over the unreliable date from his officials, telling a committee of MPs: "I don't remember a figure over the last fortnight that hasn't been revised very quickly.'
